WOW. Look at the fall penalty! From -1, they changed it to -3! Hopefully no more splat-fest winners would be crowned this season. And also the criteria for giving an element a (-) value! So now we have a 'severe' and 'unclear' edge on the take off for the F and Lz. I wonder how sharp the tech callers will be this season? Hmmm.... whatever the rules may be, the quality of the judging still lies on the execution. Though I guess the fans and judges don't always see eye to eye.

Yes, I think it will be until further notice; it's indicated that this will be applied for 2013 - 2014 season.

I think you confuse negative GOE and a deduction for a fall here.... As long as I see they didn't change the rules there. If you fall an one element you get a -3 GOE on that, In addition there's one point decuction from the whole score.
Actually when I read that there is a new basvalues sheet I was quite angry at ISU because they couldn't do any big changes in the system right before the Olympic season begins... but it's okay, there aren't many differences. Just the specific GOE-rule for an 'e' on Flip/Lutz and small changes in the spins and steps requirement.
But I think after Olympics there will be many changes again. It will be interesting to see how they'll react to the large criticism after last Worlds..

I herd a rumor that ISU changed the rule to give more scores to Yuna, and i got paranoid.
but it seems those changes are not so big, i over-reacted

I notice one rule of giving +GOE positive aspects to jumps and steps is
7) effortless throughout
is this a new thing?
mao defintly has effortless quality of her jumps and steps.

interesting i didn't see this rule, but one thing is that this bullet point exist, but it's another matter when the judges reward the skater at times when they should be rewarded. I have looked at the bullet point of goe, and noticed that most of them actually fit well with Mao's jumps, but i rarely see her getting rewarded for it. which is why i'm not a fan of the GOE system it's simply to subjective, and is often just used as a tool for the judges to boost the skater they prefer!

As it was reported earlier, Mao was awarded JOC Cup by JSF and it came with a sub-prize, a pair of tickets to Tokyo Disney Land. Mao said “They are valid for a year, so I think I can use them after Sochi (Olympics). Mao will start her program choreography in May. She said she is planning to use a classic music for short program.
